Why can't one company assess and remove mold on the same job?
Texas rules do not allow one licence holder to both assess and remediate the same project. The assessor writes the protocol and checks the result, so independence protects you. A company that offers testing and removal as a package on your home is offering something the rules do not allow.
A common mistake is to call a company that advertises both services. Ask who will assess, who will remediate and whether they are different licence holders. If the answer is the same company, ask TDLR before you sign.

Can I remove mold myself?
An owner working on their own home is generally exempt from the Texas remediation licence, and the EPA says a moldy area under about 10 square feet can usually be cleaned by a homeowner. Larger areas, hidden growth or anyone with breathing problems are good reasons to bring in a licensed professional.
EPA guidance and the Texas licence rules are different things. The EPA figure is about when homeowner cleanup is reasonable. The Texas threshold of 25 contiguous square feet is about when a person needs a licence. The state's owner exemption is general, and TDLR is the place to confirm how it applies to your property.
If you clean small growth yourself, fix the water source first, wear a respirator and gloves, bag what you remove and dry the area. If the area keeps coming back, there is still moisture behind it.
